How SSPA Functions?
The Government of Sindh (GoS) has laid the foundation for strengthening the policy planning and administrative capacities to better conceive, plan, coordinate, and deliver Social Protection (SP). interventions by establishing the Sindh Social Protection Authority (SSPA) through a provincial legislation on July 27, 2022. The main objective of the SSPA was to create an institutional body with a holistic understanding of vulnerabilities of different population cohorts and their SP needs, and coordinate SP interventions aligned with clear SP policy objectives. Through the SSPA, the GoS aims to effectively mitigate risks and foster opportunities by developing an SP system that works as a harmonized portfolio of complementary and coherent schemes while also coordinating and sharing common administrative sub-systems to respond to risks.
The SSPA is an independent statutory body, comprising a Policy Board and an Authority Secretariat headed by a Chief Executive Officer (CEO). The SSPA will formulate and approve SP policies and programs for Sindh Province aimed at: (i) supporting vulnerable individuals and groups through poverty alleviation and social protection programs;
(ii) coordinating and consolidating all public SP and poverty alleviation initiatives in the province and ensuring synergies with federal and donor funded programs interventions in the sector;
(iii) approving the policies and mechanisms for identifying the poor and the
vulnerable at regular intervals, and the criteria for identification and inclusion of eligible persons and households for assistance under any program or plan/scheme developed by the GoS; and
(iv) approving mechanisms and procedures for SP program development, program implementation, and the day-to-day management of the SSPA.
